What is the Airport Terminal Fee?
Also known as PSC or Philippine
Passenger Service Charge, the airport terminal fee is the airport tax/
exit fee that is collected from passengers departing from Philippine Airports
by the Philippine Government or Philippine Airport Authorities. The said fee is
used to decongest the departure areas of the airport’s terminals and to help
improve the airport’s services and facilities.
For domestic flights, the
airport terminal fee ranges from PHP 50 - PHP 220 per
person, while PHP 600 - PHP 1, 135 per person for
international flights.

How to know if the Terminal Fee is already included in the ticket?
On your booking receipt or when you’re booking your air ticket, you may check it at the breakdown of taxes and fees. Usually, it’s labeled as DPSC (Domestic Passenger Service Charge), IPSC (International Passenger Service Charge), or PH Passenger Service Charge.
Are there exemptions from paying Airport Terminal Fees?
Yes, here are the
individuals exempted from paying the Airport Terminal Fees:
- Infants below 2 years old on the date of travel
- Guests connecting through Philippine airports except for Manila, Cebu and, Caticlan (Boracay) are exempted from paying the said fee.
- All Overseas Filipino Workers (OFW)
- Athletes endorsed by the Philippines Sports Commission (PSC)
- Individuals authorized by the Office of the President
- Pilgrims endorsed by the National Commission on Muslim Filipinos (NCMF)

As
of August 02, 2019, the Civil Aviation Authority of the Philippines (CAAP) announced
that Students will also be exempted
from paying Domestic Airport Terminal Fees (DPSC) – all students from
elementary and college levels and those who are taking technical and vocational
courses.
To
enjoy the payment exemption, they are required to present valid school
identification cards or enrollment registration cards with their photos.
However,
this will apply only to CAAP-operated commercial airports. The Ninoy Aquino
International Airport (NAIA), Mactan-Cebu International Airport (MCIA), Clark
International Airport (CRK), and Caticlan Airport are all excluded from the
exemption.

Is the Airport Terminal Fee and Philippine Travel Tax the same?
No, the Philippine Travel Tax and Airport Terminal fees are different charges. But, if you’re a foreigner traveling in the Philippines on a short visit or simply transiting you don’t have to worry about paying this one. It is imposed by the government and only collected from Filipinos traveling abroad and foreign passport holders who stayed in the Philippines for over a year upon the existing date of departure. Exempted from paying the Philippine Travel Tax are:

Filipinos who are permanent residents abroad staying in the Philippines
