[PHILIPPINES TRAVEL ADVISORY] Philippine Government & Philippine Airlines: Guide on Arrival and Quarantine Procedures (as of November 24, 2020)

Due to the evolving COVID-19 situation, PAL and the Philippine Government have issued precautionary measures, mandatory protocols, and requirements for travelers. For passengers on international flights to the Philippines, please be guided on the new arrival and quarantine procedures in Manila, Cebu, and Clark.

 

PAL encourage all passengers to follow the guide, register in advance and pre-book their hotels as necessary to avoid any inconvenience and experience faster processing upon arrival.  

 

To ensure everyone’s health and safety, Philippine Airlines and its passengers shall strictly observe the following in all airport facilities and on board the aircraft:

 

a. Mandatory wearing of face masks and face shields.

b. Mandatory use of the Traze Mobile Application to generate and scan their QR code when entering in, boarding from, and upon arriving in all Philippine Airports starting November 28, 2020, as mandated by the Philippine Department of Transportation. c. Mandatory temperature checks, use of foot baths, and disinfection/sanitation facilities.

d. Mandatory physical and social distancing and minimum contact at all times and in all places within the airport premises, and during all procedures, from check-in, boarding, inflight, disembarking to retrieving of check-in baggage.

e. Mandatory public safety announcements before closing of doors and during flight for cabin and health security protocols.

f. Strict compliance with safety procedures on handling of suspected/ill passengers on board, which include keeping the last three (3) seat rows of the plane vacant as isolation area for suspected ill passengers already on board.

g. Regular sanitation and disinfection of all airline facilities and equipment, and in coordination with the airport authorities, all airport facilities and equipment, including lavatories, frequently touched surfaces, wheelchairs, trolleys, countertops, etc.; Daily first aid stocks available on board the aircraft.

 

Philippine Airlines shall do its best to observe social distancing measures inside the aircraft, subject to space availability. Family members and individuals travelling together as part of the same household may still choose to be seated together.

 

Note: An Overseas Filipino Worker or OFW is a person from the Philippines who is living and working in another country, typically on a temporary basis. This includes land-based OFWs and seafarers/sea-based OFWs. Families traveling together with at least one OFW will be considered all OFWs. Non-OFWs refer to Returning Overseas Filipinos (non-OFW students, non-OFW Balikbayan, non-OFW tourist, etc.), spouse and children of Filipinos, diplomats, foreign officials accredited by the Philippines, and eligible non-Filipino/foreign citizens with long-term visas.

 


Eligible Passengers for Travel to the Philippines


The following are allowed to travel and enter the Philippines:

  • May or may not travel with Filipino spouse/parent. If not traveling with Filipino spouse/parent, the Filipino spouse/parent should be alive and must be in the Philippines during the intended date of travel.

Notes:

1 If you do not have an existing entry or long-term visa, you must apply and secure one from your country’s Philippine Consulate or at your nearest Philippine Foreign Service Post.

 

2 Four (4) conditions of the IATF-EID:

  • Must have a valid and existing visa at the time of entry;
  • With pre-booked accredited quarantine facility;
  • With pre-booked COVID-19 testing provider;
  • Subject to the maximum capacity of inbound passengers as set by the National Task Force for COVID-19.

 

3 The requirements apply to former Filipinos who now belong to any of these passenger types and are not dual citizens. Formal Filipinos in possession of a Recognition Certificate or Citizenship Retention and Re-acquisition Act (RA9225) Certificate shall be allowed to enter the Philippines.

Arrival Guide for non-OFW Passengers Landing in Manila

  

BEFORE YOU FLY AND DURING CHECK-IN

1. As early as 3 days prior to your departure, register and accomplish the PAL Electronic Case Investigation Form and save the confirmation e-mail and QR code: https://bit.ly/MNLPALeCIF

 

Please note that this is a two-step registration process. Your registration is completed once you receive an e-mail containing a QR Code.

 

2. Ensure to have a confirmed booking at a hotel accredited by Tourism and Health Agencies while waiting for your COVID-19 test results and for at least 2 days. You must stay at your booked hotel until the test result is sent and BOQ medical certificate is issued. Please book a hotel in a city within Metro Manila only.

3. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.

 

DURING THE FLIGHT

4. Accomplish the Health Declaration Form and Arrival Card.

 

WHEN YOU ARRIVE

5. Upon arrival, listen to the briefing conducted by the Philippine Coast Guard.

 

6. Undergo a temperature check, submit the Health Declaration Form upon deplaning, and proceed to the designated waiting area. Fill out the Affidavit of Undertaking.

 

7. Proceed to the verification and barcoding booth. Present your passport and the QR code sent to you after accomplishing the e-CIF.

 

8. Pay for your RT-PCR Test. Effective October 16, 2020, the test costs Php 4,000 and you may pay in cash (PHP or USD), card, GCash, PayPal™, WeChat Pay, or Alipay. ATMs are available inside the terminal. You will be given three (3) barcode stickers. (The RT-PCR testing fee was previously at Php 4,500 from July 27, 2020 to October 15, 2020.)

 

9. Proceed to the Swab Test booth and hand out the three barcode stickers.

 

10. Undergo the COVID-19 RT-PCR Test and receive a sticker indicating that you have completed the test. Place the sticker on the back of your passport.

 

11. Help Desks are available in the waiting area for passengers who do not have smart devices/phones. Charging stations are also available.

 

12. Clear with immigration and submit the Arrival Card.

 

13. Proceed to the hotel verification desk. Please refer to the hotel code indicated in the e-mail that was sent to you after registration to the PAL e-CIF. If your hotel code starts with H-001 and up, please proceed to the desk near carousel number seven (7). If your hotel code starts with D-001 and up or B-001 and up, please proceed to the desk near carousel number six (6).

  • For pre-arranged hotel transfers, a red sticker will be provided
  • For Shuttles/Vans, a blue sticker will be provided
  • For Metered Taxis, a yellow sticker will be provided
  • For Coupon Taxis, a green sticker will be provided

 

14. Claim your baggage at the designated carousel and clear with Customs Check.

 

15. Submit the Affidavit of Undertaking before exiting the terminal. Proceed to your booked hotel through your preferred mode of transportation.

 

AT THE QUARANTINE HOTEL

16. Check in at your hotel and wait for the release of your test results, which are released within 24 hours. For those who tested negative, it will be sent to the e-mail address you have provided when you registered. If you filled out a Philippine mobile number during registration, you will also receive a text message (SMS) indicating that your test result is ready and has been sent to the e-mail address you have provided when you registered. For those who tested positive, test results will be released by the Philippine Bureau of Quarantine.

 

In case you have onward connecting flights and are required to extend your stay, please call +632 8855-8888 as soon as possible for the rebooking of your connecting flights (subject to terms and conditions).

 

17. Your accommodation and food during your stay including fees due to required extensions will be at your own expense. Delivery of food and other essentials to your room are subject to the rules and regulations of the hotel.

  

GOING HOME

18. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management.

If you test negative, you may obtain your BOQ medical certificate via the DOH-BOQ certificate page for clearance at your quarantine hotel. For a hard copy of your certificate, printing services will be available at your hotel.

  

19. Once you are cleared, you may contact your relatives to pick you up and bring you home. Further transportation shall be at your own expense. If you have an onward PAL flight, please ensure to pre-register and secure all travel and health documents required by your destination’s Local Government Unit (LGU). 20. Once at home, please complete your 14-day quarantine/self-isolation.



Arrival Guide for OFW Passengers Landing in Manila

  

This arrival guide is also applicable for passengers who are dependents of and are traveling together with an OFW.

  

BEFORE YOU FLY AND DURING CHECK-IN

2. For land-based OFWs, create/update your account on the OFW Assistance Information System (OASIS) at http://oasis.owwa.gov.ph/

 

3. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.

 

DURING THE FLIGHT

4. Accomplish the Health Declaration Form and Arrival Card.

 

WHEN YOU ARRIVE

5. Upon arrival, listen to the briefing conducted by the Philippine Coast Guard.

 

6. Undergo a temperature check, submit the Health Declaration Form upon deplaning, and proceed to the designated waiting area. Fill out the Project Care Slip.

 

7. Wait for your turn to proceed to the verification and barcoding booth.

 

8. Present the QR code sent to you after accomplishing the e-CIF.

 

9. You will be given six (6) barcode stickers. One (1) barcode sticker will be placed on the back of your passport.

 

10. Proceed to the Swab Test booth and hand the remaining five (5) barcode stickers to the tester.

 

11. Undergo the COVID-19 RT-PCR Test for free.

 

12. Help Desks are available in the waiting area for passengers who do not have smart devices/phones. Charging stations are also available.

 

13. Clear with immigration and submit the Arrival Card.

 

14. Proceed to your respective desks for your quarantine hotel assignment:

  • For land-based OFWs and your dependents, proceed to the Overseas Workers Welfare Administration (OWWA) Desk. Present the same QR code from the e-CIF and submit the OWWA Project Care Slip.
  • For sea-based OFWs and your dependents, proceed to the Maritime Industry Authority (MARINA) Desk

 

15. Claim your baggage at the designated carousel and clear with Customs Check.

 

16. Exit the terminal and wait for your shuttle/bus that will take you to your assigned hotel.

 

AT THE QUARANTINE HOTEL

17. Check in at your hotel and wait for the release of your test results. For those who tested negative, it will be sent by the Philippine Red Cross to the e-mail address you have provided when you registered. The timings on the release of test results are not definite and may be shortened or extended.

 

18. Your accommodation and food during your stay will be shouldered by the Philippine government. Any additional hotel fees due to required extensions will be shouldered by their governing agency.

 

GOING HOME

19. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management.

If you test negative, present your test result together with your medical certificate to the assigned quarantine personnel at your hotel for clearance. For a hard copy of your certificate, printing services will be available at your hotel.

 

20. Once you are cleared, you may contact your relatives to pick you up and bring you home.

  • For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your final point of arrival.
  • For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your final point of arrival.

 

21. Once at home, please complete your 14-day quarantine/self-isolation.




Arrival Guide for Passengers Landing in Cebu

 

BEFORE YOU FLY AND DURING CHECK-IN

1. Register via the online MCIA Passenger Arrival Registration Form through this link: https://mactancebuairport.com/covid-19-registration. All arriving international flight passengers are REQUIRED to register not earlier than five (5) days prior to departure. A Travel Registration Number (TRN) will be generated once registration is complete.

 

For land-based OFWs, register to the OFW Assistance Information System (OASIS): http://oasis.owwa.gov.ph/

For non-OFWs, please ensure to have a confirmed booking at a hotel accredited by Tourism and Health Agencies and for at least 2 days.

 

2. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.  Present the following documents:

  • Valid Passport
  • Valid visa with proof of filiation or marriage, if applicable

  • For OFWs, kindly coordinate with the Overseas Workers Welfare Administration (OWWA) for specific requirements and other guidelines.
  • Travel Reference Number (TRN) upon completion of the online MCIA Passenger Arrival Registration Form (effective July 15, 2020)
  • Health Declaration Form (HDF) available upon check-in at your port of origin and must be filled out prior to arrival

 

DURING THE FLIGHT

3. During your flight, accomplish the Arrival Card.

 

WHEN YOU ARRIVE

4. After your flight, present your TRN (generated after registering through the online MCIA Passenger Arrival Registration Form) at the Validation Counter and claim your barcode for identification and swab testing.

 

5. Proceed to thermal scanning by the Bureau of Quarantine (BOQ) and submit the Health Declaration Form (HDF).

 

6. Clear with immigration and submit the Arrival Card.

 

7. At the arrival reclaim hall, proceed to your respective desks for a briefing:

  • For land-based OFWs, proceed to the Overseas Workers Welfare Administration (OWWA) Desk
  • For sea-based OFWs, proceed to the Maritime Industry Authority (MARINA) Desk
  • For non-OFWs, proceed to the cashier and pay for the COVID-19 RT-PCR Test. The tests costs PHP 4,900.00 and you may pay via cash (in PHP) or Visa cards. Currency exchange is available at the terminal.

 

8. Proceed to the waiting area for swab testing.  Submit the barcode to the health personnel and undergo the RT-PCR Test. Once the test has been completed, wear the orange band/sticker on your right wrist to indicate completion.

 

9. Claim your baggage at the designated carousel.

 

10. Go through Customs Check and your respective agencies/hotel representatives shall assist you to your designated shuttle/bus that will transfer you to your assigned hotel.

 

AT THE QUARANTINE HOTEL

11. Check in at your hotel and wait for the results of your test. Wait for an e-mail of your swab test result from BOQ to be released after 24-48 hours. Ensure that your e-mail address is valid. If the e-mail address is invalid, a copy of your test result will be sent to your designated hotel. Results are uploaded to a secured website provided to the designated hotels. Hard copy of the test results will be given to the passengers by the assigned hotel liaison officer.

 

12. For OFWs, your accommodation and food during your stay will be shouldered by the Philippine government. For non-OFWs, your accommodation and food during your stay will be at your own expense. Delivery of food and other essentials to your room are subject to the rules and regulations of the hotel.

 

 GOING HOME 

13. If you test positive, the Bureau of Quarantine will transfer you to a designated hospital for further medical management.

If you test negative, and if you require a BOQ medical certificate, you may obtain your certificate via the DOH-BOQ certificate page for clearance at your quarantine hotel.

  

14. You may call your relatives to pick you up at your hotel or arrange your own transportation. If your ticket’s original destination is in Manila or outside Cebu Province, Philippine Airlines shall accommodate you on the next flight available to your final point of arrival (e.g., CEB-MNL, CEB-DVO, etc.). Call our Cebu Hotline at +6332 340-0191 (8AM to 8PM) for changes on connecting flight/s.

  • For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your final point of arrival.
  • For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your final point of arrival.
  • For non-OFWs, because of an additional domestic flight from Cebu, an airport terminal fee (or Passenger Service Charge / PSC) amounting to PHP 345.00 will be collected from you in Mactan Cebu Airport upon check-in. This is a fee charged by the Philippine Government or Philippine airport authorities for the use of airport terminal facilities, and in this case, the use of Mactan Cebu Airport for your domestic flight. The PSC is then remitted to the government or airport authorities upon the passengers’ flight departure from the airport. To avoid inconvenience, please prepare the PSC in Philippine Peso currency prior to check-in in Cebu.

 

15. If you have an onward PAL flight, please ensure to pre-register and secure all travel and health documents required by your destination’s Local Government Unit (LGU). Click here for more information.

Arrival Guide for Passengers Landing in Clark

 

BEFORE YOU FLY

1. Fill out the Health Declaration Card, Case Investigation Form, and the Affidavit of Undertaking. Click on each form to download a copy:

  • Health Declaration Card (HDC)
  • Case Investigation Form (CIF)
  • Affidavit of Undertaking (AOU)

 

2. For non-OFWs and foreign nationals, ensure to have a confirmed booking at a hotel accredited by Tourism and Health Agencies while waiting for your COVID-19 test results and for at least 2 days. You must stay at your booked hotel until the test result is sent and BOQ medical certificate is issued.

DURING THE FLIGHT

3. During your flight, accomplish the Arrival Card.

 

WHEN YOU ARRIVE

4. Upon arrival, undergo the thermal screening checkpoint for a temperature check. If your temperature is 37.8 °C (100.4°F) and above, you will be asked to proceed to the Isolation Room for further medical assessment and quarantine at the JBL Hospital.

 

If your temperature is below 37.8 °C (100.4°F), you shall continue your arrival procedures at the Clark One-Stop-Shop.

 

5. At the BOQ Desk, submit the Health Declaration Card to the Bureau of Quarantine Personnel.

 

6. Proceed to your designated desk for your hotel verification and assignment:

  • For land-based OFWs, proceed to the Overseas Workers Welfare Administration (OWWA) Desk
  • For sea-based OFWs, proceed to the Local Manning Agency (LMA) Desk
  • For non-OFWs and foreign nationals, proceed to the DOT Desk.

 

7. Proceed to the testing area for your RT-PCR Test. Submit the Case Investigation Form to the Bureau of Quarantine Personnel. For non-OFWs and foreign nationals, the RT-PCR costs PHP 4,500.00 and you may pay in cash. Currency exchange booths are available at the terminal.

 

8. Clear with Immigration and submit the Arrival Card.

 

9. Claim your baggage at the designated carousel and clear with Customs Check.

 

10. Proceed to your quarantine hotel.

  • For OFWs, a shuttle/bus provided by OWWA will take you to your assigned hotel.
  • For non-OFWs and foreign nationals, only pre-arranged airport-hotel transfer services or airport taxis are allowed to take you to your assigned hotel

 

AT THE QUARANTINE HOTEL

11. Check in at your hotel and wait for the results of your test. Wait for an e-mail of your swab test result from BOQ in 48 hours. Ensure that your e-mail address is valid as indicated in your filled out Case Investigation Form. For OFWs, the results will be released to OWWA or your respective LMAs.

 

12. For OFWs, your accommodation and food during your stay will be shouldered by the Philippine government. For non-OFWs, your accommodation and food during your stay will be at your own expense. Delivery of food and other essentials to your room are subject to the rules and regulations of the hotel.

 

GOING HOME

13. If you test positive, the Bureau of Quarantine will transfer you to a designated hospital for further medical management.

If you test negative, the Bureau of Quarantine will send you your test result together with a Medical Clearance Certificate.

 

14. You may call your relatives to pick you up at your hotel or arrange your own transportation.

  • For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs.
  • For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs.
  • For non-OFWs and foreign nationals, if your ticket’s original destination is in Manila or outside Clark, Philippine Airlines shall accommodate you on a shuttle/bus that will take you to NAIA Terminal 2. Please coordinate with your hotel so that they can notify us that you are ready to be transferred to Manila.

 

You may also wish to be accommodated on the next flight available to your final point of arrival (e.g., CRK-DVO). Call our Reservations Hotline at +6328855-8888 (8AM to 8PM) for changes on connecting flight/s. If you wish to depart from Clark, an airport terminal fee (or Passenger Service Charge / PSC) amounting to PHP 150.00 will be collected from you in Clark International Airport upon check-in. To avoid inconvenience, please prepare the PSC in Philippine Peso currency prior to check-in in Clark. For OFWs, the airport terminal fee shall be shouldered by OWWA or your LMAs.

 

If you wish to terminate your travel in Clark instead, you must sign a Declaration and Release Form from PAL, available at the reception desk of your hotel.

Why should I take the swab test upon my arrival in the Philippines?

Taking a COVID-19 RT-PCR Test is a requirement of the Philippine government for all arriving international passengers. Passengers who do not undergo the test may be refused for entry into the Philippines.

 

Are children required to take the swab test upon arrival in the Philippines?

Children, including infants, are required to undergo the RT-PCR Test upon arrival in the Philippines. They must also complete the registration process and pay a separate testing fee. For minimized discomfort, infants will be swabbed through the mouth.

 

How do I pay the swab test fee?

Only non-OFWs are required to pay for the COVID-19 RT-PCR Test. The test is free for OFWs, whether they arrive in Manila, Cebu, or Clark.

 

For non-OFWs arriving in Manila, the test fee is Php 4,000 (effective October 16, 2020; previously Php 4,500 from July 27, 2020 to October 15, 2020). Payment can be made via cash (in PHP or USD) or credit card. Currency exchange booths are available inside the terminal.

 

For non-OFWs arriving in Cebu, the test fee is Php 4,900.00. Payment can be made via cash (in PHP or USD) or credit card. Currency exchange booths are available inside the terminal.

 

For non-OFWs arriving in Clark, the test fee is Php 4,500. Payment can be made in cash. Currency exchange is available at the terminal.

 

What can I do at my assigned hotel while waiting for the test results?

PAL encourages everyone to stay safe by staying inside their rooms and while waiting for their test results to come out. Certain facilities of your hotel may be open or closed depending on their quarantine and safety protocols.

 

Can families traveling together stay in the same room/hotel?

Hotels allow a maximum of 2 persons staying in one room. Children may or may not be counted depending on the hotel’s policy. PAL suggests checking with these hotels directly.

 

Does PAL allow connecting flights?

Immediate connecting flights for international to international and international to domestic routes are not allowed. Only domestic to international and domestic to domestic routes are allowed at this time.

 

I registered through the Balik Pinas, Balik Pampanga Program, Do I need to undergo the arrival and quarantine procedures in NAIA Terminal 2?

The Balik Pinas, Balik Pampanga program is an initiative by the local government unit of Pampanga to ensure the safe arrival of Kapampangans, including both OFWs and non-OFWs. These passengers shall undergo the mandatory swab test and quarantine stay in Pampanga.

 

Eligible passengers who can avail of the program are those born in or a resident of Pampanga, and with flights arriving in NAIA Terminal 1 or 2.

 

If you are eligible, you must download the Balik Pinas, Balik Pampanga Citizens App and follow all requirements indicated in the mobile application. Please register at least 10 days prior to your arrival in the Philippines. For more information, visit www.balikpampanga.ph

 

Once you have successfully registered via the Balik Pinas, Balik Pampanga program, you do not need to register through the PAL e-CIF and undergo the arrival procedures in Manila NAIA Terminal 2 anymore. Upon your arrival, a representative from the Balik Pinas, Balik Pampanga Program will meet you for immediate transport to Pampanga.
